Ok I have SAMP .3d but sometimes I will get random tabbing out of the game and then my mouse gets stuck to the top left of my computer and the only way I can get it to stop doing that is to relog my computer. Don't say Remove your mods cuz thats not the problem, I had mods in for years and nothin g like that happend so dont say that.

Remove your mods, and re-install SA-MP/gta. It's most likely some background shit in the way though...

Try running Gta_sa always as administrator and change the compability to xp service pack 2.
You can do this from right clicking on Gta_sa.exe and select properties then goto compability and hook of what you want

1st dont rage. Also check if u r running any other application in your background which may force samp to minimize. If thats not the case, check ur keyboard
