I've tried uninstalling and running in compatbility/administrator mode and it is still not working. Same thing goes to GTA SA itself, can't run it; I see the disc icon when I clicked on the game but nothing else happens. But I can run it if it's not downgraded...any tips?

Try changing your GTA SA Directory to somewhere else as long you can remember,also I recommend you to rename it after changing the location.
If it's still not working,then I'm sorry.I have no other ways to think.

I got it working now, just downloaded the version 1.0 of the US and I put my GTA SA folder in Program Files instead of Program Files (x86)
