Heey all,
i saw that the 0.3d server is out and you can download on forums but why its not on sa-mp.com.
And why the current release version is 0.3c?

0.3d is in the release candidate state, it's not been fully released yet.

Yes, aslong as it's in RC state new features can and will be added. And most if not all bugs that occured because of new features will be eliminated.
