Ive seen on an npc recording there is either on foot or in a vehicle, cant they do both at once?

Yes: you make a vehicle NPC driving around, and when you want him to get out of the car: disconnect him and add an onfoot one.

Right but how would that work for a police man. you would see him drive up then disappear then pop up again.
