It looks like your streamer.so isn't loading; you should get a message from the plugin showing that it's loaded.

Re-download the latest version of the streamer from the official source, then upload that version to your server (to make sure it's not corrupted). You should also make sure that it's in the plugin folder of the server that's having problems.
