I would like to know what gamemode this is. I would like to use it for my own server and edit it.

90% sure that it's either Raven's Roleplay or the Godfather or an edit of one of those.
Note: I'm too lazy to actually go and take a look.

Why dont you make yours? Already had same problem when I didn't know how to script pawn. The problem was I didn't know how to edit gamemodes right, since it wasn't mine. So, you should make yours, or then, see what do you like in this game mode you've seen and craft those ideas on your own script.
