"Wrong Server Password."
#1

Whenever I try to launch a server it gives me "Wrong server password.". Everything was fine until I installed CLEO and ELM v9. After that everything was still fine in SA:MP. But I tried to use ELM on a server and it didn't work so I tried to install SA:MP again (without unistalling the original SA:MP). I have tried to reinstall SA:MP a lot of times. I even tried to install 0.3b but it didn't work. I made sure it was allowed through firewall. I also tried to delete the 'GTA San Andreas User Files' from 'Documents'. But it still shows "Wrong server password." on every server that I try to join.

Those mods will not cause problems with your game. You must have a "saved password" for these servers or something, which is causing the issues. Are you able to use ELM in single-player mode?

Yes, I am able to use ELM in single player normally. And where is the "saved password" restored?

I solved the problem by simply reinstalling the game. Quick question though, does ELM work in multiplayer?

I use it when I am role playing my police characters. It has its slight issues, as does every mod. However, keep in mind only players who have the mod installed on their computer will be able to see your flashing lights during the daytime, other then that, only after nighttime will your flashing lights be visible. Also something which may help you... if you go into an interior with your lights on, your game will crash.
