Is there a way to create a batch (.bat) file that will check if sa-mp server.exe is running and if not, start it? THANKS!!!

Yes there is a way to do like that, try viewing .bat tutorials on ******* on how to make a program using notepad something like that.
Hope u get some help from there like in notepad .bat code start sampserver.exe,pause etc.
