When you install a car mod, and it comes with custom handling lines, does it work in SAMP? if not, why?

SA-MP has installed handlings,which means that everyone has the same handling lines and it cannot be changed.

i wish sa mp make it that server can choose its like if a player put custom handling there the server owner can either allow or disallow this thing on his server
