Or spammers or other problems sometimes made public for other players/server owners to see, like a public reference.

Does this violate this Agreement?

They do that to cover their ass, in the event of a lawsuit on SA-MP's part. If someone sues sprunkbuster they can't go back on sa-mp for it.
