You can rip San Andreas from steam. Its rather easy, actually.
Go into your steam/steamapps/common and copy grand theft auto san andreas folder
Create a folder in your C:/program files(x86)/ called Rockstar Games
Paste to C:/Program Files(x86)/Rockstar Games/
Now once that finishes copying, Rename "grand theft auto san andreas" to "GTA San Andreas"
Your final address should be C:/Program Files(x86)/Rockstar Games/GTA San Andreas
****Note: If you are using a 32 bit os, the pathing is C:/Program Files/Rockstar Games/GTA San Andreas****
Once that is done, find yourself an exe for version 1, Gamecopyworld is where I got mine, and replace the gta-sa with the exe which is promptly named gta_sa.
Install samp, choose the directory where you have the exe, in this case, GTA San Andreas folder.
Enjoy.
****Edit: You do NOT apply the downgrader patch, all you do is replace the exe.
