My question is, the warnings effects on the running?
There's any diffrents between Linux and Windows? Maybe the windows can handle warnings or idk.
Or there's no diffrents between warnings and running the server?

The warnings you have will have the same effect on linux, like they have on windows.

Note that you will need .so-type files of any plugins you have on Windows to run them on Linux.

Either way, you're better off with a Windows.

Windows is a proper operating system. I actually tried Linux myself and it was almost perfect and fast but it could not recognize my USB wireless stick so I basically trashed linux forever. As far as a server goes I would prefer it on a Linux system.
