Right, this is very weird. So about a week ago, I logged onto LS-RP... and noticed ALL of my mods where gone as if I had just re-installed GTA, all the original skins where there, no mods seemed to be there... At the time I was confused as shit I went onto single player and all the mods where gone there... So I system restored two days back... Went back on and all my mods where back again... SO i made a backup of my GTA 3 IMG file and played like normal.. it was all fine for about 5 days, I went on at 10PM on Saturday it was all fine, turned my PC off, and went out... Went to work the following day, came back at 9 o'Clock on Sunday... and all my mods where gone again, everything was back to as if I had just installed GTA, all original skins etc.. So i went to try to swap my GTA 3 IMG file I back-up over the current one... I did it... went on the game and still all the original skins where there, Im missing all my mods still... I had not done anything weird to my GTA / Computer since last going on it, so I dont know how or what caused this.
I really need some help. Thanks guys...

You may be installing the mods incorrectly, make sure you double check (it may be a small typo, which I do a lot). Make sure you rebuild archive every time adding/removing/replacing a mod, even if it isn't required. Also keep a backup of your original GTA SA files as well, since it may be a corrupt mod.

They must of been installed correctly, I played with them fine for like 2 weeks... I did make a backup of my GTA3 IMG and I replaced it with the old one, but the mods where still not there!

I've had mods run for months, then suddenly corrupt my whole game, without changing at all. It's like if you forget to rebuild the archive after adding new weapon mods - The game will still run, just sometimes the weapons will show up as white instead of the color the mod shadows.
Anyway, make sure nothing is screwing with the files in your GTA directory, like anti-virus programs (I know AVG use to ALWAYS delete random files off my computer ..). If you have anyone else using the computer, especially someone who plays GTA SA, make sure they are not screwing with the files themselves.

yer i dont recommend mods to anyone as in some cases formatting your computer is a must it doesn't happen to everyone but myself and a few other people have suffered from budget mods
