This happens a few or more times a day. Absolutely nothing at all works in the server except your player walking as if you are going to disconnect. 60 seconds later everything starts working again and all the chat and movement has just jumped to where it is suppose to be. Server related or script related? What scriptwise can cause this issue?

Scriptwise: Too much code in OnPlayerUpdate, too much (fast) timers, ...

I have had servers in Netherlands, Germany, UK of serverFFS with 250 players on without any problems so if your in any of these places than likely your script I can't say much about North America hosts because i never used them besides testing and they had lag problems here and there with only 50-60 of my players online, Even when I live in Canada myself.
But personally I can't judge serverFFS and there North America hosting since I barely used it, For all I know its your script.
