It's an anti-flood/spam measure for forums. 120 seconds (2 full minutes) is a bit long for a wait. 45-60 seconds would be better IMO.

I don't mind it, Having to wait 2 minutes is far better then spam filling the forums so you can't post anyway.

thats only problem I have about it, alot of times I wanna report stuff and gotta wait like extra 40 seconds lol.
