I am currently making a racing server and would like to know how to do this..

Also this can't be done with textdraws i think because textdraws are different at every resolution in screens, Like these little lines, some would be missing in different resolutions.

Or if someone could tell me the sign in pawn that would not make these boxes change. Just a sign that in pawn that won't show up in textdraws

You have to use textdraws. The box is actually the shadow background. I didn't know you can edit them like that. But, just use the textdraw system and see what you can come up with.
