I have read the Sickied post on the forum but renaming it didn't work for the second time. The first time I did it and I had problems with my SA-MP it worked fine after but one day later it went back to crashing at 80%ish.

My GTASA is clean with no mods on it also!

I have tried today (4/15/2010) re-installing the game still no luck!

Oh and I would like to add in that I tried play only MTA:SA see if it was also just my GTASA well now that starts up but is super laggy on the loading screen!? it was like that for me also on my SAMP. Once I saw it happen on samp I changed my GTASA Directory from GTA San Andreas 2 and when to GTA San Andreas 3. After that I got the error of Stop Loading around 80%.

If anyone can please help me with the problem!

I actualy bought the game.. Since it was about 4 years old it had tons of scracthes on it so I had to get it cracked...

In addition I was also wondering if I have to restart my PC... I don't want to because hosting TS server but would I still have to Restart my PC after changing directory names? For GTASA and reinstalling?

well it happened to me too . it happens because installation errors and reg key error.
ok try this rename ur GTA SA directory like this
C:\ OR ANY OTHER DRIVES \Program Files[if installed in c drive]\Rockstar Games\GTA San Andreas 2
so for eg:- if i had this problem my sa path would be
E:\Rockstar Games\GTA San Andreas 2
