There is a way to chat with people on my server without going ingame? like in command prompt(my server) "/chat Hi guys" or something?
If I have to script it my self then can you help me?

That's not required.

There's no way to do so using the command-line console, however you can open RCON and execute "say [message]" which will echo in-game to all players.
