You have to ways, either port forward your pc or use hamachi to host it, the best way bite the bullet and pay for a host.

There are too easy to make SERVER FREE.

- If you want to online it fully 24/7, You have to buy SERVER Hosting by slots 0/20 for beginner.
- If you are home host, Just port foward your IP Address and open the server and give the ip to your friend
and he can connect to your server for free.

It's great you want to make a server, but it's not the best to run it on home hosting especially as it won't be on 24/7 and your basically giving your IP out.
