mtrp (Moderntopia) requires a MySQL plugin. You either didn't download the SQL package with the server or you haven't installed it properly.

So what do i do to fix it?

That error means that the gamemode (or filterscript, but gamemode in this case) uses a function which isn't available on your server. As Calgon correctly said, this is due to the MySQL plugin not being loaded (MTRP requires it).
Just download the MySQL plugin and load it, instructions are available in it's thread.
From memory, MTRP also requires you to edit and recompile the script for your specific MySQL server settings.
