If you're new to scripting, I at least wouldn't start with roleplay.

Back to the topic, if your looking to script rp, download a gamemode package, look through it and try and understand it then when you pluck the courage to try and start a gm do it.. Good luck finding a scripter.

No that's a terrible idea to give a new scripter. Hiddos is right, You need to start with something easy and work up to bigger things. You could start with a big script but it will only take you longer to learn and understand. It's just like learning a new language, you don't learn all the big words until you know the smaller words.
My advice is to edit a few simple filterscripts even before you start on gamemodes, just use someone elses GM for now and work your way up until you feel confident in making your own FS or GM.
I started with the standard GM: SFTDM.
First i started editing things, then adding some vehicles, then adding some commands, etc.
Now i am a professional and know every function and everything you possibly can know about Pawno.
If you start now with something like GF or PEN, you won't understand anything, it will be a LOT harder, and you will automatically also lear the lot of fails like big arrays, big loops, and too mutch timers.

Start with a simple script, like the included grandlarc then edit it around abit, using the samp wiki to learn about the functions and callbacks, etc.
