thats not compatible also i dont want to mess with the .exe's because thats how you get vac banned atleast that how i think it goes.

VAC banned? GTA SA doesn't have VAC.
3.0 is just another version of GTA:SA made for Steam.

You can downgrade,but i've never done it and i have no experience.
