it maybe a cause of you have a cracked version of the exe and san andreas.
if you pirated it, then that's probably the reason.
if not, try reinstalling

it does work with a no cd patch though. I guess it depends what one you get. like for example those compressed ones to like 100MB with no radio just... well they just suck.
