I port forwarded 80 to 80 and its set up right because i have other ports forwarded that are working fine but no one can access my xampp site through my ip. any help??

okay the xmapp should be always online if you have a site.
now
lats say your ip is 71.671.615.51
so you have to do http://71.671.615.51ort
or with out http it dosent metter.

well yah, im not an idiot, ive given out my ip with http:// in front, they just get "connecting to IPHERE" and finally says timeout a while after.

is the firewall on the router on? it will be blocking it, I have the same router :P

Change the port to 8080 and give it out, most likely another server using that port.
