I don't think you can open it, only if you create a dynamic door there (like /enter /exit or something) or if you replace that with something else.

Static (GTA-SA) objects cannot be moved or tampered with in general. What you can do is remove it and create one of your own, so that you can control it.

Only in 0.3.8 you have to edit original object and cut this door (gate) and create 2 new object (building and gate)
