So I saw a thread about modifying the source code of SA-MP which is on GitHub. Is this permitted?

It's an old version of SA-MP, it's not anything related. It is what it is.

Kalcor didn't develop it alone, another developer released it, so why can no-one use it, and furthermore, why is it still on GitHub?
Taking the code and using it as a sample, is that allowed? You'll be basically recreating it.

Why do people think that simply having possession of something entitles them to simply rip it to shreds and use it where ever they see fit regardless of who actually wrote it.
It wasn't the person who leaked its decision to make as to whether or not it was released..
It's like your girlfriend decided that she'd sell your car... Or that because a thief stole your car, modified it, and then sold it, he's allowed because he made some modifications on it...

Fact is that it wasn't the sole property of the person who leaked it, so therefore it's not a given that he can simply use it.
