How does DDoS work with samp?

Does anything get called like onplayerclassrequest, onplayerconnect? So someone can make his own protection, for example add a cooldown if there are too many connections

Nope, the only solution is to use OVH or any other DDoS-protect host.

If you are thinking to buy anti-ddos you would pay more than 1000$ is very expensive''i am not sure about that tho"

DDoS is team of nubs who send bunch of data to host until it becomes not responsible and usually this attack needs and open port and data send back [ victim answer ] [ ex telling samp server to send back server name, max players... which will cause some milli seconds for the host which hosting the server so after bunch of sends it will become not responsible ], so far blocking the sender ip requests was the best to avoid dat. even tho I got no idea how to do that [ got something to do with operator system... ], I've saw it once on a server cause when I dosed it saw my self blocked from checking its information and joining it for few minutes.

There's no way to avoid a DDoS attack from your end. It has nothing to do with sa-mp.

The only thing you can do is to look at this map http://map.norsecorp.com/#/ and be relieved that tons of other people is facing the same problem as you.
