I have been developing a community (Free-Roam) since months and months, scripting fixing bugs & shit...
I was getting bored and thought to open a server, dunno what gamemode... but as i dont really have "that much" time to dedicate to that server with scripting etc, i am here with a small proposal to "scripters".
I am willing to open a community, but as i dont have much time to dedicate it, i need a partner who can dedicate his time with scripting and developing the server, of course he'll be owner & any kind of payments will be made by me (host hosted tab and shit).

Firstly, don't take this as hate. Just maybe constructive criticism...?
Free-roam doesn't need to have "a lot" to do, as long as there is a few teleports to make getting around easier. Spawners for a few cars to make it easier to get around again. Heck when I joined SA-MP I was going around with no-bodys playing the game modes which came with SA-MP, and we still had fun. It's eassentilly the people you meet which can keep others there, so long as someone is in your server who gets on with someone else your fine.
If it was me I would continue to develop slowly, at the end of the day progress is always slow going. Some game-modes can literally take a single person years of on and off work or months of continuous struggle. I would ONLY invest in this once you've reached a point where you can look at what you have and say, "you know what I'm happy" which can be hard for a programmer as they always see potential to improve. Although this will save you money and the likeliness of building a "bad-wrap". There's not much benefit to the Hosted Tab in early stages anymore either as there's so many people on it to so just keep that in mind.
As for time and dedication to your server, if you can't dedicate your time... it may not be worth doing it at all. Time and time again I've gone to servers and it's been full of people breaching rules etc etc and this makes it not fun. This has often been servers owned by my former friends so I've known the cause to be lack of dedication from the team running it so programmers and admins etc. This means they aren't online and they aren't doing their job of keeping the playing field even, and keeping the game fun.
Last note, is if your going to get a scripter anyway. Expect to lose control of your server and don't try to hold him/her down, this is because many of times I've worked under people and I've found that I want to do something cool but the owner doesn't like it and I don't like their ideas. Just at the very least compromise else they'll leave or put less effort into the work and less effort means more bugs and issues.
Again no flames, no wars just my experience.

About the free-roam server, i took it over from a point where it was messy as hell (script), server would crash every couple of hours, flooders and the script optimization level was 0.0001.
Well I am happy that I've put enough effort in it, that the most longest uptime of the server was 11 days and something which was broken by the restart I had done manually for some updates and the player base which used to be 20-30 now jumped to 80-90 (100+ on weekends).
I do not want to share my time with another server / script, for a single reason that I've got studies & the free-roam to dedicate my time.
I just wanted the second server for fun purposes, time pass? And of course I know when to take control on it & when to stay back

Got a freeroam gamemode,i can give you the .amx file if u need (16k + lines,scripted from scratch)

You'd just get people who are hungry for a server and host their noob game modes. Chances of you finding someone matured with veteran scripting skills + time to manage the server is slim!
Also, you said someone repped you. 16 reps to 53 reps? That's insane! No one is able to give that much rep.
