When you turn on the server and get into the game of vehicles are scattered and then when /res all, the doors to places where they should be. I do not understand what the problem is ? :/

It's just that your game is too slow at loading the world. The vehicles then fall into the void and your game respawns them onto the closest street node. As far as the server and other players are concerned the vehicles are still where they're supposed to be.
