The lag is from the hosting you have,buy a better host.

You cant host a server on localhost and expect it not to lag,no way buy/rent a real hosting server.

The obvious recommendation is to host your server with a reputable SA-MP Server Hosting provider. Alternatively you could invest in upgrading the hardware of your local machine. While this may be the more costly approach, it keeps the cost in-house.
