If you're using Windows 10 which I assume a majority of people will be by now, it does have a few incompatibilities, such as this. Make sure that the game is not run in 'Compatibility Mode' as if it were running on a different OS, if you changed this to solve the issue of SA-MP not starting GTA SA, delete the following files in your GTA SA User Files stored in your documents directory:

gta_sa.set
sa_ufiles.dat
sa_utrax.dat

That should resolve the issue.

i cant do that because gta is installed after i bought my computer and there is no installer

Which SA-MP version are you using?

This may have already been said, but if you're using mods; that's more than likely the cause. If you've already uninstalled the game & mod then you're more than likely looking at an issue with SA-MP itself or the copy of GTA-SA.
