Whatever you do dont choose your friends as admins, choose people that deserve it,
when you search for admin material, search for something you
would expect from an admin from your server.
Monitor your admins so they dont abuse (make them take screenshots for every kick, ban they do)
And if they abuse punish them, or make a rule where every admin that abuses gets banned,
this should get you proper admins.

Don't hire any adminsas of yet. Instead, spend your time managing your server alone considering how low your playerbase is. As your playerbase increases, you should already be noted of the loyal and mature players in your server. Make one or two of them admins, handpick them and don't judge by applications. If, in anyway should you or another admin piss an admin off, you should keep an eye on him and resolve the misunderstanding/issue as soon as possible.

Dont give admin to those people who join your server and "/report GIV MEH THEH ADMINS PLSSS I AM HEAD ADMIN IS VERY GOOT" Those are usually the idiots that ruin servers, try work on a promotion based system where you make them start at the bottom as helper, and work there way up. Also dont give someone admin, give them an opportunity to apply for admin, asking lots of questions testing if they are qualified for the position.
However yes you need some admins to start off with so try going with people from perhaps previous servers? like admins from servers that previously existed that you identified them as helpful or as a suitable admin. Try to go for experienced people that have understanding on how to administrate, perhaps someone who scripts as if they are coding for the server, they should have a strong understanding of the features.
Also dont take "im berry goot mappinger" as a qualification, any idiot whos played minecraft can easily throw a map together, maybe reach out to people on the samp forums.
Most important rule.. dont give people admin "just because they are your friend" Its like handing your girlfriend a loaded gun right before you tell her you f*cked her best friend right after fingering her mother...and father..
