Portforward problem

So, after hours of trying to portforward my server, i finally got somewhere, kinda... I have it port forwarded(i think). My TCP is running and working fine, so is my UDP. But I cant open my samp-server.exe if the UDP is working. And if I turn it off, my samp-server.exe opens and works fine. But when I turn the UDP back on, it wont work. I hope this makes sence... if not I can try to explain it better. Any help?

Okay, basically, I cant start samp-server.exe because my portforward is blocking it. If I turn the portforward off, I can start samp-server.exe but cant turn on the portforward.

Go to firewall protection and Portforward: TCP/UDP.

Honestly, ever since I got this new router It's given me problems. If anyone is willing to go on team viewer and give it a shot or try to help me, that may be my only option...
