I've been playing SA-MP for a long time, but at the momment it is difficult to find a good server that is highly moderated.

Horizon is a great server, but it is definitely not highly moderated at all.

[DRD]LSCNR, [DRD]DayZ are the top server that is highly moderated 4 me. You should try to find a decent community which you think that is highly moderated by admins who are active, caring, and most of all respects new players. It's not that hard to find a great community around SA-MP
