How to make commend like 'Arrestcar'. LSPD member can arrest car and unarrest.

You mean impound system? where cops can impound player cars to impound yard and players must get thier cars from there by paying a decent amount of cash?

If so then make every vehicle custom license plate variable then you can make every impunded variable and if cops take thier vehicle to impound or just use command near it it will respawn at the impound yard with no ability to regain access without paying the amount you decided they have to pay (I would do it randomly 1000 + the cops desired amount, so it will have to be more the 1000$). The license plate is just for the RP, So cops can find by license plate the vehicle owners name

If you need any more wiki stuff here, i will post, other then that, I cant code that for you.. its basiaclly in the vehicle system and I don't know your vehicle system.

i make that, the police type /impound then car teleport to "impound jard" and park there, i dont know is this right or what?

Yeah so you must check who this car belongs, so when play comes to the impound yard he can unimpound it.
