May NPC can be added in version 0.3.7 or been permanently deleted?

NPCs can be added in 0.3.7 same for actors.

NPCs still exist, and now Actors do too. They are completely different systems.

Neither is better than the other. They have different purposes.

Actors are meant to be stationary, and they are client sided. In GTA, all of the clerks and people who stand still are actors.

NPCs are players, technically. Instead of being played with human controls they are played by the scripts.
