SA-MP taking REALLY long to load gta_sa.exe

Hey guys and girls, basically, what is happening is when I open samp.exe, I connect to any server, and in my task manager gta_sa.exe shows up under processes, but not Applications. Also, nothing shows in the taskbar or anything. So, now about 5-10 minutes later (yesterday) the device/resolution selection box opened, and it ran perfectly after that, however today I cannot get it open at all.

May I add I have tried EVERYTHING
Whether its running in admin priveleges, compatability mode, reinstalling SAMP, reinstalling SA, removing mods, everything.

Also, I have a cracked copy of SA, and have tried multiple torrents. I have also tried running with Hoodlum's nocd crack, but again no luck.

Any help would be GREATLY appreciated.

I have already tried deleting my SA Settings and I'm currently installing SA-MP on a 2nd user account on my PC, if that doesn't work i will try your patching idea.

Edit: San Andreas Patcher Program is saying I have an unknown version, if I use the gta_sa supplied with my torrent, let me try with hoodlum's crack and I'll report back.

Edit 2: Same result.

2x 1TB HDD

Edit: May I add it runs SP fine and even samp used to work like months ago. I have Re-Installed my OS since the last time I played, that may have something to do with it, also, running in a Windows XP Virtual Machine environment seems to work fine, albeit buggy (mouse issues even with mousefix.asi) and laggy due to the fact that I can only supply the VM so much resources. However, lag-wise the game is playable on MINIMUM settings, the mouse issue really ruins it though, not to mention that it just isnt practical to play in a VM. Also, reinstalling my OS is not an option. Well, maybe a last resort, but I REALLY don't want it to come to that.
