It certainly isnt a ddos attack, as this would be distributed dos, and all I see here is a single IP.
As long as you dont notice any negative effects its no need to worry, the server can already handle a bunch of attacks, and maybe this is an outdated one.
You could drop packets from his IP with your firewall if you want to be really sure.
