Ya he probado de todo y aъn no lo puedo arreglar..

Si amigo, lo vi en un comentario tuyo y lo que hice fue esto:
Descargue el include, lo coloque en la carpeta de pawno > include, coloque las lineas que habias colocado en el GM, compile y compilo bien, subi la GM y reinicie el servidor y sigue igual enviando Incoming Connection
Por favor alguna solucion.

Has lo siguiente, el archivo que descargaste que se llama anti_flood.inc cambiale la extenciуn a .pwn , abrelo y coje todos los datos, mete los datos de todos los callback dentro de los callback de la gamemode y funciones igual ponlas en el gm, una vez hecho todo compila y comprueba.

Edit: tambien muestranos que tienes en el server.log.

A ver hice esto.
Cambie la extension de el include a .pwn y lo abri con pawno, copie todo lo que estaba adentro, abri la GM, lo que habia pegado antes de un comentario tuyo que vi lo borre y pegue todo lo que estaba en el include, compile, subi la GM, reinicie el servidor y nada, y tengo lo del minconnectiontime en 1000 y siguen entrando los bots esos..
Por favor alguna solucion.

Eso se soluciona bloqueando todos los puertos del mundo y solo dejando abierto los puertos de tu servidor, si es 7777 entonces solamente dejas activo los puertos 7777 tcp y udp de cualquier ip.
