I can say that a Linux-based operating system with 4 GB of RAM, and enough internet speed (100mbps) is the best option for a SA-MP server, you can use a 2GB RAM, but it is quite the minimum requirement to run a server on this system operator.

Anyways 4GB RAM is enough, CPU also takes part as well and don't listen to Extreme, internet speed DOES matter and "00,50 KBPS" (as you said) would not be enough.

Uhmmm i have Download Speed 12MBPS and Upload is 00,50KBPS is that enough to open a server,about just 10-20 players or maybe more..

To run a sa-mp server in Linux you need:
Min: 128MB of RAM
Min: 2/4 of CPU core (2.4GHz)
Min: 4Mbs (Upload/Downlaod internet speed) for 100 player
Min: 500Mb of disk space
Min: forwarded UDP port (7777 is default)
