So recently I upgrade to windows 8.1 from windows 7, and on my previous window I had 100fps nearly all the time, but on Windows 8.1 my fps limited on 95, my fps limiter is off and I have fully DEFAULT GTA San Andreas, I tried re-installing it but it didn't help, when I loaded game first 2-3 times my fps was limited on 90 and now its 95 and because of that I have fps drops to 80, it really annoys me because I should be having 100, even in pause screen or in interior my fps doesn't go above 95, only if press ESC or enter in interior my fps goes to like 105 and then drops on 95 and stays like that

Why are you worrying anyways? That extra 10/5 fps doesn't make any difference at all.

Try installing this: http://www.microsoft.com/en-us/downl...s.aspx?id=8109
After it's downloaded run it and choose an empty folder to extract to.
After it's extracted go to that folder and install by running DXSETUP.exe.

Is your server doesn't have a fps command?
