Is it posibble to turn off timestamp for every player who joins on server? I want to make, to turn off timestamp client cmd, and to make no posibble turning on it.

No, not possible. timestamp is an in-built SA-MP command and is executed BEFORE any callback is even called.

I think it's the timestamp of the RCON, Not for the player which use /timestamp.
