Whatever it is, it's not a textdraw.

Looks kinda like object material text despite what you say (well, actually you said not an object, not not an object material text. xD). It doesn't look like a textdraw at all, so..

It's default GTA SA text. Same kind of text that also appears on overhead directional traffic signs. As far as I know this is hardcoded into the exe. Can't be removed.
