I have no mods.

I used the Steam GTA SA, and then used a downgrader someone released on the Steam forums to downgrade to 1.0.
Using the Steam GTA SA and the same downgrader before worked perfectly fine for me.

I am using Windows 7 Home Premium, 64-bit.
