*Re-install full game by deleting each amd every folder even in my documents gta set file too and them re-install the game back.
*Make sure thag you've 'gta-sa.exe' in your Sanandreas directory, But i'd recommend to set it again by going to settings.
*Check your .NET framework might be required.
*Run your samp as 'Admin'.

Try these all one by one.

This is strange, Before re-installation samp.exe wasn't executing gta-sa.exe and now it's crashing epic.

Game Version: US 1.0 is the problem, It is because of a mod(s) you either need to delete them or get a different version of GTA_SA.
If you don't have any mods installed I suggest trying to use this GTA_SA (CLICK HERE) or if that does not work uninstall SAMP & GTA San Andreas, Restart your PC then try reinstalling it.
