I am faking tired of looking for portforwarding guides. I've came across on this "portforward.com" which is shitty and doesn't work. I've downloaded also this shitty "Simple Portforwarding" which is the same in portshittyforward.com. I added the exception of ports in firewalls. How do I know if my ISP is blocking my opened ports?

You don't. You've to port forward within your router / modem. Use the 'shitty' website of port forward to do it.

You cannot use your external IP or your internet address, it has to be your internal if hosting from home but cannot be a loopback address AFAIK.

Afaik providers dont block any ports, at least I never heard about that. Sure some block domains and ips, but ports are too generic to block them.

Depending on where you live, some ISP's have blocked SAMP because of a lot of DDOS reports connecting to the ports used by SAMP. Mainly the 7777 port.
