It means that each player will be able to login each 1000ms to the server.
Other connections will be ignored
You can set it in the server.cfg or use sendrconcommand to change/enable/disable it

I think Kalcor said this is only used for servers under attacks, Disable it if your server doesn't have any attacks otherwise some connections will be ignored
