Same ip is doing that to me i tried to ban him several times but nothing i even tried to do it from the console of the server but no results and the ip isnt connected to the server

Actually if he is not connected so he is using rcon crackers..
Change your password to atleast 10 words with numbers.
Nothing else to do.
and range ban that ip so that if he got password, he can't join your server.

Set rcon to 0 in your server CFG file, and IGNORE the warnings, if you have a strong RCON password, you won't have a problem with people tryihng to hacking

What he is saying that he tries to ban his ip but he still can attempt to login to rcon i doubt that you are the only one experincing it cause this kind of attacks dont happen very often even when i ranged ban him nothing happend but i just ignore it, it might be a dude wasting his time sending something to crack your password which is impossible unless he hacks your computer just ignore it.
