They don't have more than 50 posts (or something like that). You must have a number of posts in order to efficiently add positive or negative reputation to someone.

Means that they didn't have the right amount of posts to effectively higher or lower your reputation so it gets added as neutral.

if they have -reps or 0 reps it won't count. and they must have around ~30 posts i think.
