It's a phenomenon of the depth test feature of your graphics card, where layers with the same height will look like they're fighting each other. Much relaible answer is, that your graphics card decides which layer dominates, also we know that GPUs include thousands of micro processors to render a whole image, hence the "fighting" squares may appear during the depht test.

But he's posting this here as if it's a SA-MP bug - if it happens in GTA IV as well it's clearly not a SA-MP bug - that's my point.
